Introduction
This document provides detailed information about the Clean Truck Check program implemented by the California Air Resources Board (CARB). This program aims to regulate the approximately 1.2 million heavy-duty vehicles operating in or passing through California to ensure compliance with environmental standards.
Geotab has certified the GO9 product family to complete the data submission and collection process. The GO device acts as a diagnostic tool connected to the vehicle’s OBD port. The diagnostic data is then uploaded to the CARB servers to inform compliance status based on the requirements set out in the legislation (see useful resources).
In this manual, you will find comprehensive explanations about program requirements, data collection and reporting, pass/fail determination, enrollment procedures, hardware compatibility, and features within the MyGeotab platform. Whether you are a fleet owner, reseller, or customer, this manual will guide you through the necessary steps to successfully participate in the program and leverage Geotab's solution.

Vehicle applicability
Applicable vehicles
The Clean Truck Check program applies to any of the following vehicles:
- OBD-equipped vehicles with a gross vehicle weight rating (GVWR) over 14,000 pounds
- Diesel or diesel hybrid vehicles, model year 2013 and newer
- Alternative fuel or Alternative fuel hybrid vehicles, model year 2018 and newer
- California registered heavy-duty vehicles, and non-California registered heavy-duty vehicles that drive in or through California.
Not applicable vehicles
The following vehicles are exempt from the Clean Truck Check program:
- Zero-emissions trucks
- Military tactical vehicles
- Emergency vehicles
- New vehicles with engines certified to the most stringent optional NOx standard (only for the first four years of the program)
- Motorhomes registered outside of California
- Vehicles operating under an experimental permit
- Historical vehicles
- Vehicles with GVWR under 14,000 pounds.

Periodic testing requirements
The passing test must be submitted within 90 days before compliance test deadlines, which are based on DMV registration dates for California registered vehicles, and based on the last digit of the VIN for non-California registered vehicles.
! IMPORTANT: Geotab does not support non-OBD-equipped vehicles and pre-2013 model year vehicles.
Pre-2013 model year engines
- Non-OBD equipped vehicles must submit to opacity tests and visual/functional inspections twice per year.
- California motorhomes and on-road agricultural (AG) vehicles must test once per year.
2013+ model year engines
- OBD-equipped vehicles must submit to OBD tests twice per year, for 3 years.
- After those 3 years, OBD tests must be performed four times per year.
- California motorhomes and on-road agricultural (AG) Vehicles must test once per year.
Testing types
OBD-equipped vehicles must provide a data submission. The Geotab GO9 product family is certified to collect and submit this data.
Collected data
The following data parameters are collected and submitted:
- Freeze frame data
- Streaming data parameters
- Fault codes including active, pending, and permanent
- VIN
- Engine serial number
- Engine family
- ECU name
- Monitor in use performance ratio
- Engine run time tracking data
- NOx emissions tracking data
- GHG tracking data
- PM filter regeneration event data
- Readiness status of each monitor within a readiness group
The specific data that is collected, categorized by OBD protocol, is described in Appendix B of the regulation.
Data collection and submission process
Geotab’s GO9 Device records data from the vehicle and brings this data into the Geotab environment. MyGeotab houses all this raw data in a binary format. A Web Service Middleware, created specifically for this integration, requests this data from MyGeotab, formats it in an .xml and .csv format specified, and then sends this data in encrypted format to CARB servers.

The data collection process occurs while the vehicle is not moving on the first Ignition ON event after a new installation, and every 7 days thereafter.
✱ NOTE: A complete data collection process can take up to 2 minutes. Moving the vehicle will interrupt the collection process.
While in cellular coverage, the submission process happens immediately as soon as the data is available. While out of cellular coverage, the GO device stores up to 15 complete submission files on the device until cellular coverage is restored.
Compliance pass/fail determination
From the 2196.3 - (c) of the final regulation order, a submission is considered compliant if none of the following conditions occur:
- The vehicle’s OBD system reports the MIL as commanded on;
- The vehicle’s OBD system reports an active or permanent diagnostic trouble code (DTC);
- The vehicle’s OBD data indicates the OBD system has not yet operated sufficiently to determine the presence or absence of a DTC;
- The vehicle’s OBD data collected during a compliance test is inconsistent with the OBD data profile from vehicles with the same make, or model year generated using all valid compliance test records submitted to the Executive Officer;
- The OBD system data does not match the original equipment manufacturer (OEM) or a CARB-exempted OBD software configuration. The OBD software configuration shall include the specific OBD standard to which the vehicle has been certified, the Calibration Verification Number(s) (CVN), and the Calibration Identification Number(s) (Cal ID); or
- The test submission does not meet the requirements specified in section 2196.3(a) or (b).
Data retention
All data collected for the use of CARB Clean Truck Check follows Geotab’s data retention policy for a maximum of 10 years for monthly database snapshots.
Using the product
Prerequisites
Rate Plan verification
Ensure that the GO devices to be installed in the target vehicles are on the ProPlus or GO plan.
Device installation and verification
Ensure that the GO device is installed appropriately into the target heavy-duty vehicle by following the outlined steps here. It is required that the GO device is installed on the OBD port rather than any other diagnostic port (i.e. RP1226).
Geotab CARB-compliant solution
Our CARB-compliant aftermarket telematics solution includes the required combination of all three of the following three elements:
- Either a GO9®, GO9B®, GO9+® or GO9 RUGGED® device
- One of the following T-harnesses:
- HRN-GS09K2
- HRN-GS09K2-A
- HRN-GS16K22
- HRN-GS16K22-A
- HRN-GR09K1
- HRN-GR09K1-A
- HRN-BD16S5
- A CARB EO label, which must be applied under the hood. The installation instructions accompanying the label describe the appropriate location where it should be affixed in the vehicle as shown below:
This solution was developed to specifically address the following CARB requirements:
- No changes or alterations done to the CARB-approved OEM emissions controls system, including the on-board diagnostic (OBD) system.
- T-harnesses (HRN-GS16 and HRN-GR09 SKUs) will now be made available with no dust-caps, as required by state law.
A CARB-compliant sticker is to be located within the engine compartment of the vehicle as shown above.
MyGeotab software version
Ensure that the MyGeotab database to which the GO device is associated is on version 11.0 or newer.
Geotab GO device firmware version
Ensure that the GO device’s firmware version is 40.36 or newer.
Configuring security identifiers
Security clearances
For a user to access the Clean Truck Check program page, they must have the Access Clean Truck Check Compliance security identifier added to their security clearance.
Note that this security identifier is enabled by default for the Administrator and Supervisor roles.
Configuring notifications
To add a user to receive notifications of failed Clean Truck Check submissions, navigate to the Compliance tab on the Settings page under the System section of the MyGeotab main menu and scroll down to Clean Truck Check Program. You can add any number of users as support contacts to be emailed Please ensure the email field of the user is filled out.
First launch
You can access the Clean Truck Check Program under the Compliance section of the MyGeotab main menu. On first launch, there will be no information to display.
Enrolling devices
! IMPORTANT: The CARB CTC-VIS registration and vehicle management is outside of MyGeotab.
1 | From the top right of the page, select a method to enroll your assets into the MyGeotab CTC emissions reporting service - either from inventory, or by VIN, name, or serial number.

2 | To select from your asset inventory, Select each asset you want to add to the program and press continue.

3 | The Bulk import option also allows you to import up to 500 assets at a time by uploading a CSV file containing a list of assets. once you have provided assets to enroll + adding the DMV registration date, click Next.

5 | Assets will remain in the Pending Enrolment state until data is retrieved for the first submission.

Reviewing submissions
There are four key information columns on the Clean Truck Check Program page.
- The Asset column refers to the asset’s given name. You can click an asset to open its corresponding Asset Details page.
- The Status column refers to the state of the asset in terms of compliance with the Clean Truck Check program. The test results received from CARB are displayed here.
- A status ofdenotes a successful test and no further action is required.
- For details of other test result statuses, please check your CTC-VIS account for details and instructions.
- The Last submission date column refers to the most recent date that the asset submitted data to the CARB platform.
- The Next compliant deadline column refers to the next date before which a passing submission is required. It is determined by the vehicle’s compliance deadline, associated with its compliance year. Semiannual deadlines occur on a vehicle’s compliance year expiration day, six and twelve months after that day.
- For vehicles registered in the state of California, the Next submission date aligns with the day and month of the vehicle’s DMV registration expiration date.
- For non-California registered vehicles, and for vehicles exempt from DMV registration, the compliance year begins and ends on the last day of the month specified below, based on the last digit of the vehicle’s VIN.

Buttons and actions
The Search bar allows you to filter all assets by name, VIN, or serial number:

The Scan at next ignition button allows you to manually trigger a data collection cycle and submission to CARB at the next available opportunity.
The Report button allows you to view the asset’s most recent diagnostic data report that was submitted to CARB:
Expanding the ellipses next to an asset allows you to choose from the following actions:
- History of submissions, which shows the entire history of the asset’s submitted diagnostic data reports (Coming soon, not available yet)
- Cancel enrollment for the asset in MyGeotab only. Note that you must also manually cancel the asset’s registration status on the CARB platform.
- Apply for extension (planned, but not yet available )
